Basic Purpose Positions in this job family are responsible for performing professional photogrammetric computer aided mapping, drafting and design tasks, and transportation management operations work developing departmental plans, maps, projects and reports.
Typical Functions • Prepares contracts to vendors for obtaining precision aerial photographic services for engineering roadway, bridge and planning projects requiring considerable background in aerial photography tasks and computer aided drafting and design (CADD) operations.
• Operates digital scanning computers and first order digital analytical computer-stereoplotter workstations to transform aerial photography into planimetric aerial imagery models and digital terrain models.
• Performs block triangulation adjustments of aerial data based on ground survey control data; analyzes the results through archiving and transfer of data to CADD system users and/or printers.
• Prepares and/or develops terrain model files, planimetric feature files, contour files, and cross-section earthwork data sets.
• Develops and implements mapping, drafting and survey standards, policies and procedures for photogrammetric CADD systems for the management of project files relating to design, standardization, modification, archival and system transfer and plotting of files.
• Prepares and designs complex civil engineering, planning and legal documents for transportation projects, studies, reports and evidentiary needs which may include right-of-way, earthwork, drainage, hydrology, geometrics or details utilizing the CADD system platform.
• Responsible for CADD operation maintenance of digital files, digital terrain models, planimetric files, topographic files, earthwork cross-section files, back-up data files and the disposition and reproduction of those files and of aerial photographs.
• Provides training, guidance, expertise and assistance in digital analytical computer workstations, operations and transportation management operations to professional and/or technical staff.
• Supervises staff in the preparation or archiving of department photographic maps, projects and reports.
Level Descriptor Level II: This is the career level where incumbents perform a variety of tasks in photogrammetry at the full-performance level, such as retrieving field survey data from ground survey archive files, building complex alignments using coordinate geometry software, and generating volume computations for highway design.
Level III: At this level employees are assigned responsibilities involving the direction or management of a major program which is of moderate size and scope or a phase of a program which is large in size and scope.
Responsibilities may include performing functions in the areas of program management and development, providing guidance for operations and services, performing program planning, development and evaluation activities, and organizing and coordinating program services and activities.
Incumbents will be expected to perform assigned duties at all levels of complexity and will provide guidance, supervision and training to assigned staff.
Education and Experience Level II: Education and Experience requirement at this level consist of a bachelor’s degree in cartography, civil engineering, geography, photogrammetry, or surveying; or an equivalent combination of education and experience, substituting one year of experience in CADD, cartography, technical engineering, photogrammetry, or surveying for each year of the required education.
Level III: Education and Experience requirements at this level consist of a master’s degree in history, anthropology, archaeology, education, library science or closely related fields and three years of experience as a curator, editor, archivist, historian or preservationist in a museum or historical society, two years of which must have been in an administrative or supervisory capacity; or an equivalent combination of education and experience.
##Note: No substitution shall be allowed for the required two years of experience in an administrative or supervisory capacity.
Knowledge, Skills, Abilities, and Competencies Knowledge, Skills, and Abilities required at this level include knowledge of management practices and procedures and public administration; of history, anthropology and archaeology.
Ability is required to manage complex projects; to gather, organize and present data; to communicate effectively, both orally and in writing; to manage finances; to motivate and organize volunteer groups and private nonprofit organizations; to accomplish program goals; and to effectively manage human resources.
