00 / annual Job Description Basic Purpose Under direction of the Financial Manager III, the Financial Manager II plans, organizes and manages a major financial function for operation of the Medicaid program within the Oklahoma Health Care Authority.
Employees assigned to positions in this class have direct oversight and accountability for all administrative and financial programs they are assigned, including the preparation of financial statements and federal reports.
Typical Functions Prepares financial documents in accordance with state and federal accounting and reporting requirements and in accordance with generally accepted accounting principles.
These documents include weekly and monthly federal draws and expenditure reports.

Collects and maintains financial documents supporting costs reported on expenditures reports and responds to state and federal auditors regarding any variances.
Assists in the development and maintenance of fiscal reporting methods and provides needed financial management information to other state agencies/providers regarding state share billback and invoice reconciliations to actual costs.
Works closely with State and Federal auditors providing information and copies of all work papers and reports.
Assists in long-range fiscal planning and in the development and implementation of fiscal policies and procedures.
Education and Experience Bachelor’s Degree AND Two (2) years of professional experience OR An equivalent combination of related education and experience totaling 6 years.
Preference May Be Given to Candidates With: Bachelor’s Degree in Business, Finance, Accounting, or other related field 12 semester hours in accounting, finance, economics, advanced mathematics Professional budgeting, accounting, auditing, finance or data analysis experience Experience with Business Objects, SQL, and or programming experience SoonerCare Claims Experience Cost Report Experience iCE experience, specifically Provider, Financial, Claims, and Reference subsystems Government accounting/federal reporting work experience Experience with MS Word, Excel, and Access Special Requirements Physical Demands: Must be able to remain sitting for prolonged periods at a desk and working on a computer.
Must be able to move or lift up to 15 pounds at various times.
Work Environment: The office work environment includes regular exposure to general office equipment such as computer equipment, phones, and copy machines.
